  12.   Where television's "Unsolved Mysteries" has tried and failed, the
  13. General Accounting Office is unafraid to venture.

  15.   At the request of Rep. Steven Schiff (R-N.M), Congress's investigative
  16. branch has launched a study to determine whether the government
  17. covered up a story alleging that the bodies of alien space voyagers
  18. were removed from a crashed flying saucer found near Roswell, N.M., in
  19. 1947.
  20.  
  21.   After the purported crash of the spacecraft, the bodies of the
  22. extraterrestrial visitors were said by a local undertaker and other
  23. conspiracy theorists to have been autopsied and secretly flown to an
  24. Air Force base in Ohio.
  25.  
  26.   Even though the "Roswell Incident" has been repeatedly dismissed by
  27. the Defense Department as nothing more than UFO fantasizing triggered
  28. by the discovery of a downed weather balloon, the GAO has begun
  29. searching for documents to prove allegations that the Air Force
  30. "suppressed" information sought by Schiff.

  32.   Schiff is a member of the House Government Operations Committee, which
  33. oversees the GAO.

  35.   GOA spokeswoman Laura A. Kopelson said the office's investigation,
  36. first reported in the Albuquerque Journal yesterday, stemmed from a
  37. meeting in October between Schiff and GAO Controller General Charles
  38. A. Bowsher. Schiff complained then that the Defense Department had
  39. been "unresponsive" to his inquiries about the 1947 incident.
  40.  
  41.   Kopelson said "as far as I know only one investigator had been
  42. assigned" to the case, and that not enough work had been done to
  43. report any results to Schiff. At another point, Kopelson said "the
  44. people doing it are either on sick leave or are unavailable."
  45.  
  46.   She said there was no way of estimating how much the investigation
  47. would cost, and that the GAO does not release such information anyway.
  48.  
  49.   GAO conducted 1,380 inquiries into government operations in 1992. Its
  50. budget has risen from $46.9 million in 1965 to $490 million last year.
  51. The agency has been criticized, especially by Republicans, as the "lap
  52. dog of the requester," producing reports that tend to support whatever
  53. conclusions the requesting member of Congress suggests.

  55.   Kopelson said Schiff had asked the GAO "to see if there is any
  56. evidence that information regarding UFOs had been suppressed"
  57. following the Roswell incident.
  58.  
  59.   Schiff, however, said that at a routine October meeting he had merely
  60. complained about the Defense Department's lack of responsiveness but a
  61. GAO official said "We're willing to take a stab at it."
  62.  
  63.   Schiff, in a telephone interview from Albuquerque, said that last
  64. March, after receiving inquiries from "UFO believers" and some Roswell
  65. residents who were in the military in 1947, he wrote Defense Secretary
  66. Les Aspin asking for more information about the reported spacecraft
  67. crash and the alleged disappearance of the aliens' bodies.

  70.   The crash of a mysterious object 75 miles northwest of Roswell, which
  71. the Air Force later claimed was a weather balloon equipped with a
  72. radar-reflecting device, was the subject of several books and remains
  73. many UFO buffs greatest riddle.
  74.  
  75.   A privately owned museum in Roswell contains a number of documents and
  76. photographs purporting to prove existence of the aliens. It also
  77. displays a re-creation of the spacecraft surrounded by figures
  78. portraying the dead extraterrestrials.
  79.  
  80.   UFO buffs contend the incident marked the beginning of a government
  81. conspiracy to suppress eveidence of alien life.

  83.   Much of the speculation stems from claims by William Haut, a former
  84. Air Force public affairs officer, who said that on July 2, 1947, he
  85. was told to prepare a news release reporting the Air Force had
  86. recovered parts of a flying saucer and then was told to change the
  87. story to report a weather balloon.

  89.   Also, a nurse reportedly told a local funeral home director that she
  90. witnessed the autopsies of the spacemen, whom she described as having
  91. oversize heads and beetle-like features. The nurse subsequently died
  92. in a plane crash.

  94.   After the autopsies, conspiracy theorists said the bodies were flown
  95. to Fort Worth and then to what is now Wright-Patterson Air Force Base
  96. in Ohio.

  98.   In 1989, NBC's "Unsolved Mysteries" investigated the controversy,
  99. which the host, Robert Stack, concluded remained unsolved.

  101.   Schiff said that after calling Aspin last March to request a Defense
  102. Department briefing on the Roswell incident, he received a call from
  103. an Air Force lieutenant colonel, who brusquely told him the documents
  104. had been turned over to the National Archives.
  105.  
  106.   However, Schiff said, the Archives officials told him they did not
  107. have the records on Roswell, even though they did have records of
  108. "Project Blue Book," a 1969 Air Force study of reported UFO sightings.
  109. That study, Schiff said, did not deal with the Roswell case.
  110.  
  111.   "I was getting pretty upset at all the running around," Schiff said,
  112. adding that at his meeting with GAO officials, "they made an offer to
  113. help."
  114.  
  115.   "Generally, I'm a skeptic on UFOs and alien beings, but there are
  116. indications from the run-around that I got that whatever it was, it
  117. wasn't a balloon. Apparently, it's another government coverup," Schiff
  118. said.

  120.   He called the Defense Department's lack of response "astounding," and
  121. said government accountability was an issue "even larger than UFOs."

  123.   Asked if the GAO might not be extending itself, Schiff acknowledged
  124. that the agency "usually does fiscal investigations and at present I
  125. can't find a fiscal impact" in the Roswell incident.

  127.   Had the agency said, " 'This is beyond our realm of expertise,' "
  128. Schiff said, "I wouldn't insist on it." He added, "If the Defense
  129. Department had been responsive, it wouldn't have come to this."
